Creating new media titles
UCLA students interested in making proposals to the Communications Board to create new media titles should read the guidelines below. The board invites proposals for online publications and studio-based television programs only since it does not currently have the resources to support other kinds of media. Guidelines for the sponsorship of new titles by the UCLA Communications Board
A fundamental mission of the Communications Board is to support student-run media that will provide information, news, entertainment or a forum for the free exchange of ideas, and media education to the UCLA community.
The Communications Board has developed the following guidelines for proposals and criteria to evaluate proposals for new titles.
1. The proposed title must meet the fundamental mission of the Communications Board. The title must provide news, information, entertainment, or provide a forum for the free exchange of ideas to the UCLA community.
2. Proposals for print publications must meet a currently unmet need. The Communications Board will consider if the proposed print publication meets unmet need or it duplicates any current titles.
3. The Communications Board must have the financial, physical and staff resources to support the proposed title. New titles shall be considered only if the Board has adequate resources available to properly support sponsorship of the new title. Each medium has different resource requirements and the Board will assess the feasibility of the proposed title. The Board recognizes the need for adequate office space in the case of print publications, and defines this as 150 square feet.
The Board also recognizes the need for adequate production, distribution and staff support resources for a print publication. In the case of broadcast titles the Board recognizes that it must have adequate air time, broadcast and editing facilities, and camera and other recording equipment. In the case of World Wide Web titles, the Board recognizes that it must provide production facilities, server capacity and technical support. Some proposed titles may exceed Board resources to support adequately.
4. The Communications Board supports all new titles on a “seasonal” basis, which means that support is for three successive regular academic quarters and is subject to review for continuing support after that.
Proposal Guidelines
1. The proposal should state the medium (print, broadcast or Web), format, focus, purpose and intended audience for the publication.
2. The proposal should demonstrate a need that is presently not being served and should explain how the proposed title will fulfill that need.
3. The proposal should demonstrate that the new title will be of campus-wide interest or that it will have a significant on-campus audience.
4. Proposals must demonstrate the ability to generate enough income to cover 100 percent of a title's expenses. Web and broadcast titles are not subject to this requirement, however a detailed itemized budget, developed in cooperation with the media director, will be submitted with all proposals.
